The ones I have found are all 3 to 6 blocks. All the ones I have found were 1-3 blocks below surface. Dig in a wider area or more on the X. I found one in a nearby cave, completely unburied.

Yes, buried treasure can be under rocks. Most of the time the treasure chests are under sand or gravel blocks, however depending on the biome and where they spawned, the chests can be under different blocks. They can also spawn under coal ore, diorite, and dirt as well as spawning with water or air above them.

Buried treasure is the only source of the heart of the sea, which can be used to craft a conduit. Buried treasure can be located using explorer maps.

The buried treasures are 3 to 6 blocks deep down. Treasure maps don’t help you find the exact location of the treasure. They only reveal structures and monuments. You have to dig about 2 meters of radius around the X mark to get the treasure.

Dig down 15 blocks or so, at foot level, dig one block out (MUST be below the sand level), pour out a bucket of water at foot level, swim into the hole, look up and around for an empty spot. Easier...

Once the white dot is at the same position as the red X, you are above the Buried Treasure. 5. Dig until you Find the Buried Chest. Start digging until you find a chest. This could take a while depending on your luck. Dig until you find a chest that looks like this: 6. Open the Buried Chest. Now open the chest and move the Buried Treasure to your inventory. The buried treasure chest will often only be a few blocks beneath the spot where the X is on the map, so if you’ve dug rather deep and not yet found the chest it might be time to move over a few blocks and try again. But once you’ve found the correct spot, the chest will be yours along with all of the loot within it.

How deep are buried treasure chests, anyway? I got a buried treasure map in the new snapshot, went to the spot, and I've been digging a very impressive hole. I found an abandoned mine and several rich ore veins, but no treasure chest yet.

Use night vision potion to quickly find a shipwreck or ruins in the water. With the buried treasure map in hand, move your cursor towards the red X on the map and make sure it's as centered as possible. Once centered, start to dig down. In our experience, the treasure chest is always under a sand block (there may be exceptions).
