Yes, buried treasure can be under rocks. Most of the time the treasure chests are under sand or gravel blocks, however depending on the biome and where they spawned, the chests can be under different blocks. They can also spawn under coal ore, diorite, and dirt as well as spawning with water or air above them.

Most of the time the chest generates buried in a beach, so it has a sand or gravel block covering it. Sometimes, if generated on the side of an underwater hill, it spawns with stone blocks covering it. If it generates on the surface of the ocean floor, a gravel or sand block covers it.

Buried treasure is found on the shores and can ONLY be generated under sand or gravel. You are best to take a shovel as this is the best tool to mine sand and gravel quickly. As well as taking a door. By placing a door underwater nearby you can regenerate air bubbles without having to go to the ocean surface.

Dig down 15 blocks or so, at foot level, dig one block out (MUST be below the sand level), pour out a bucket of water at foot level, swim into the hole, look up and around for an empty spot. Easier with a night-vision potion. If it's there, you should see it.

Buried treasure only spawns in dirt sand gravel. With your map look at the x. Put your arrow under the x and have a pixel of your arrow appear from the bottom of the x. (Works best without different texture packs) you should dig down and find it.
